I'm in 8th grade, and I just took the ACT after studying from a prep book. I had some time issues on the test, but I ended up getting a 28. Is this a good score for an 8th grader? What's a realistic future score goal?

Yes, a 28 is a great ACT score for an 8th grader. According to this article (http://blog.prepscholar.com/whats-a-good-8th-grade-act-/-sat-score), you're currently scoring higher than over 95 percent of your peers. If you continue practicing for the ACT, it's realistic to expect a perfect or near-perfect score by junior year of high school.
