I took the SAT twice and got a better score the first time. Can I send only the best one to colleges?

For the many colleges that allow score choice yes, you can. However, some colleges require you to send all SAT scores.

To be on the safe side, you should check the individual policy of each school you're planning on applying to and strategize accordingly. If most of the schools you're applying to don't require you to send all of your SAT scores, great; you can send just the highest scores, using Score Choice! If a significant proportion of the schools you're applying to require you to send all your SAT scores, however, then you'll want to make sure you put in the time to study for the SAT the first time around so you can get a single high score.
