I scored a 700 on the Critical Reading section last time I took the SAT. What are the best study strategies I can use to get a perfect score next time?

For some great Critical Reading strategies for high scorers, I'd recommend that you take a look at this article: http://blog.prepscholar.com/how-to-get-800-on-sat-reading-10-strategies-by-a-perfect-scorer. Some of the most important strategies are taking the time to understand your mistakes, practicing questions in your weak areas, and, above all, learning to reliably eliminate all but one answer choice on each question. Although some Critical Reading questions seem subjective, there is only one objectively correct answer to every question on the SAT. If there's no direct evidence for your choice, it's not the right choice.
